The Azerbaijani foreign minister Elmar Mammedyarov has announced that he has discussed the statement of the director of the Armenian National Security in Artsakh with the Russian co-chair of the OSCE Minsk Group. Mammedyarov wonders whether this is the way one is preparing their public for peace.
And what is the other way? The way Aliyev does when he states ready to attack Yerevan, having a military advantage and so on? The director of the National Security Service did not utter a single word about attacking Baku. He only said that the Armenian state is responsible for the geographical and geopolitical circle under its control.
One thing that official Yerevan should have stated back after the ceasefire in the first war but it did the opposite and created a political-military trap for the Armenian statehood, in the form of the so-called process of negotiations.
The first opportunity to get out of this trap was in 1998. In addition, it was an internationally legitimate opportunity because the centers of power did not oppose to the internecine change of government, the departure of Ter-Petrosyan.
However, the group that put forth a new logic in internecine fights and thereby earned international loyalty for the internecine change of government kept to the former logic in public politics, which later resulted in new bloody, tragic complications and challenges, including the four-day war in April 2016.
This was the second chance to escape the trap, the logic that placed the Armenian side in the defensive role, even though the Armenian side was the winner of the war in the process of settlement.
It is a “subtle art” of diplomacy to transform a winner of the war to someone that defends itself in negotiations that has distinguished official Yerevan in the past 25 years due to several internal reasons which are grouped into two, a historical-political complex of inferiority and a social-psychological vice of materialism.
It was even more dangerous that an attempt was made to identify the complex and vice with pacifism to cover them up, and the opposite – the dangerous romanticism of not giving up on lands.
The velvet non-violent revolution is the third chance for the Armenian side to escape the already historical-political trap and Mammedyarov rushing to the Russian co-chair is evidence that Armenia is still using the opportunity efficiently, adopting an offensive, not a defensive tactics. Azerbaijan hurries to Russia like Margarita Simonyan, Lazarev and Kocharyan hurry to declare what happened in Armenia a “color revolution”, asking Putin why he is silently watching the ongoing.
Mammedyarov also rushes to Putin, and the fact that he talks to the Russian co-chair is evidence that right now Baku has not received upper access.
The question why occurs to Margarita Simonyan, Lazarev and Kocharyan, as well as Mammedyarov and Aliyev. However, it is hard for Putin to say something else, and in fact saying something would be the same as declaring war on Armenia, when Yerevan states clearly about its area of geopolitical responsibility. In addition, this is clearly stated ahead of Nikol Pashinyan’s visit to Iran.
After all, it is worth recalling a symbolic though not fully identical similarity: Shushi was liberated when the head of Armenia visited Iran. Baku has hardly forgotten about this.
