His Majesty’s Governments, in conjunction with the governments of France and Russia, adopted the following joint declaration.
In the course of the last month, Armenians are massacred by Kurds and Turks in Armenia with the explicit connivance, and sometimes with the direct assistance of the Ottoman authorities. A similar feast occurred in mid-April in Erzurum, Derdzhan, Aegina, Bitlis, Mush, Sassoun, Zeytun and in all of Cilicia.
Inhabitants of hundreds of villages around Van have been slaughtered. In Van itself, the Armenian quarter was besieged by the Kurds. At the same time, the Ottoman Constantinople government is harassing the peaceful Armenian population.
In view of these crimes committed by Turkey against humanity and civilization, the allied governments publicly declare to the Brilliant Port that they impose on all members of the Ottoman government, as well as on its agents, personal responsibility for the Armenian massacre.
