DECISION “On the creation and training of the defense forces of the Armenians of Western Armenia”

according to
– * 51st article of the Charter of the United Nations “On the right to individual and collective self-defense”, adopted on June 26, 1945,
– * Decree of the Government of Russia (of the Soviet of People’s Commissars) “From Turkish Armenia” (From Western Armenia), January 11, 1918;
– * Decision of the Supreme Council of Allied governments to recognize de facto the independence of the Armenia State, Paris Conference, January 19, 1920;
– * Decision of the Supreme Council of Allied Governments to de jure recognize the independence of the Armenia State, May 11, 1920;
– * The Treaty of Peace of Sèvres (articles 88-93 relating to the Armenia State), August 10, 1920;
– * The Arbitral Award of the 28th President of the United States of America Woodrow Wilson, November 22, 1920, concerning the layout of a state border between Turkey and Armenia.
– * United Nations Statements “On the rights of indigenous peoples”, September 13, 2007.
and considering
* the physical and spiritual sufferings, the cultural, material and territorial losses of all humanity and the Armenian people during the First and Second World Wars, including the genocide of the Armenians, Assyrians and Greeks, perpetrated on the territory of origin of these peoples by three successive Turks governments during the years 1894-1923,
* the undeniable reality that humanity is today in a deep spiritual and cultural, moral, economic and political crisis, threatening sectarian and civil confrontations which do not exclude the probability of causing the third world war,
* ongoing in the Middle East and subject to geopolitical processes of expansion and deepening which not only can, but already threaten the entire region, including the security of the entire Armenian indigenous people and other peoples who carry codes of cultural and state civilization,
* the need to ensure the security of life and property of the indigenous peoples of the region, both Armenians and others, including Christians from the Middle East, Syria and Western Armenia, who do not were in fact unable to provide the superpowers, as a result of which Armenians and other indigenous Christian peoples emigrated from the region in general,
* the need to establish universal peace in the Middle East and in Syria, the creation of islands of peace and security, at least to avoid excesses in the current explosive situation, which could subsequently become dissuasive,
* also reaffirming our commitments to remain faithful to the international principles and standards proclaimed by the United Nations, according to which we declare our readiness to contribute in a coherent manner to the implementation of the principles of peaceful settlement of conflicts, to the establishment of peace and security in the region, guaranteeing the right to free development and progress of the indigenous peoples of the region,
based on
* Decision of the National Council of Armenians of Western Armenia “On the Armed and Non-Aggressive Neutrality of Armenians in Western Armenia and Western Armenia” (March 29, 2011);
* Decree of the National Council of Armenians of Western Armenia “On the creation of armed self-defense forces of Armenians of Western Armenia” (December 26, 2012);
* Appeal to the United Nations Security Council, to the member states of the United Nations, to the states that signed the Sèvres treaty on the creation of self-defense forces of Armenians in the Middle East (April 06, 2014),
* Decision of the National Assembly (Parliament) of Western Armenia “On the training of defense forces of the Armenians of Western Armenia” (January 10, 2018).
Resolved by the National Council (Parliament) of Western Armenia
1. To approve the draft decision “On the training of the defense forces of the Armenians of western Armenia”.
2. To appeal to the President of the Republic of Western Armenia with the proposal to sign the law “on the training of the defense forces of the Armenians of Western Armenia”.
3. Let us stick to the basic principle that the Armenian Defense Forces of Western Armenia are created in all places where Armenians of Western Armenia live in a compact manner, while respecting the rule that, if necessary, the forces Defense systems can be used not only to protect local Armenians but also, if necessary, to participate in an organized manner in operations to combat international terrorism.
4. Take as a basis the principle of the formation of units of the Defense Forces of Western Armenia on a territorial basis under the command of the Security Council of the Republic of Western Armenia and the Ministry of Defense of the Republic of ‘Western Armenia.
5. Inform the UN Security Council, the member states of the UN, the states that have signed the Sèvres peace treaty of this decision.
