On the results of the International Scientific and Diplomatic Conference dedicated to the

100th anniversary of the Sevres Peace Treaty

From 10 to 11 August 2020, in the suburb of the French capital of Paris, in the city of Sevres, where exactly 100 years ago, in 1920, the Sevres Peace Treaty had been signed as one of the most important treaties of the Versailles system, the system whose establishment marked the end of the World War I, the International Scientific and Diplomatic Conference dedicated to the 100th anniversary of the Sevres Peace Treaty took place.

The full name of the International Scientific and Diplomatic Conference is:

«100th Anniversary of the Sevres Peace Treaty and Ways of Solving the Armenian Issue and the Middle East Crisis: Historical and Legal Analysis and Contemporary Problems.

International community geopolitics in the context of the implementation of the provisions of the Treaty of Sevres – as a path to sustainable, just and lasting peace and true cooperation between the states and nations of the Greater Middle East, Mediterranean and North Africa».

The initiators and organizers of the International Conference were the Government and the National Assembly (Parliament) of Western Armenia and the International Independent Legal Expert Center for Reparations and Restitutions.

The co-chairs of the conference organizing committee are: Armen Ter-Sarkisyan – President of the National Assembly (Parliament) of Western Armenia

and Martik Gasparyan – Nominee for the Nobel Prize in Economics and Peace 2020, President of the International Independent Legal Expert Center for Reparations and Restitutions, academician, Doctor of Economics, professor.

Within the framework of the scientific and diplomatic conference dedicated to the 100th anniversary of the Sevres Peace Treaty, the following issues were discussed:

1) Historical significance and historical and legal analysis of the Sevres Peace Treaty, as one of the most important treaties of the Versailles system.

2) Lessons from the Sevres Peace Treaty and its consequences for the modern world of civilization.

3) Geopolitics of the international community in the implementation of the provisions of the Sevres Peace Treaty of 1920.

4) Legal basis and the possibility of ratifying the Sevres Peace Treaty of 1920.

5) The need to convene a «Sevres-2» peace conference and sign a legally binding treaty «Sevres-2» and its strict implementation – as a path to a stable, lasting and just peace, and true cooperation between states and peoples of the Greater Middle East, Mediterranean and North Africa.

6) Ways of reviving the statehood of Western Armenia and the solution of the Armenian issue.

7) Western Armenia and neighboring states: historical and legal analysis and contemporary problems.

8) Middle East Crisis: Geopolitics of the International Community in the Greater Middle East and neighboring states.

9) The Genocide of the Armenian people in 1894-1923 on the territory of Western Armenia, Cilicia, the Ottoman Empire, Eastern Armenia, Artsakh and Azerbaijan, as well as the Assyrians, Pontic Greeks and other indigenous nations on the territory of the Ottoman Empire: international recognition, condemnation and compensation for damage.

10) Modern problems of indigenous peoples of Western Armenia and protection of their rights.

11) The problem of preserving the spiritual and cultural heritage of the Armenian and other indigenous peoples of the Greater Middle East in peacetime, from hostilities and terrorism.

Before the start of the conference, the participants and guests, sharing the grief of the fraternal Lebanese people, expressed their deepest condolences to the families of the victims, and had a moment of silence for the memory of the victims of the terrible catastrophe – a powerful explosion on the territory of the seaport of Beirut, as a result of which about 200 people died and more than 6 thousand were injured, numerous residential and office buildings, food warehouses, the country’s largest elevator were destroyed and damaged, and more than 250 thousand people were left homeless. Solidarity and support to the fraternal people of Lebanon were declared and the participants wished a speedy recovery to all those who suffered from this catastrophe.

In connection with the threat of the spread of the coronavirus «COVID-19» and strict restrictions on crossing the French border by foreign citizens, the conference was held online, mainly as a videoconference, it was broadcast live on the platforms of the media holding «Noyan Tapan» (the website of the holding, You Tube, Facebook, cable TV), on the official website of the Parliament of Western Armenia, as well as on our information partners’ websites and in social networks. The working languages of the conference are French, Armenian, English, Russian and Arabic.

This conference is another important stage in a series of international forums previously held in Europe, Armenia, Russia, the United States and the Middle East.

To the International Scientific and Diplomatic Conference dedicated to the 100th anniversary of the signing of the Sevres Peace Treaty were invited

Heads and ministers of foreign affairs of 65 states and international organizations, more than 150 public and political figures, parliamentary deputies, diplomats, military leaders, journalists, leading experts – political scientists, historians, lawyers and culturologists from Armenia, Russia, France, Germany, Italy, Vatican, Israel, USA, Canada, Japan, China, Norway, England, Holland, Lebanon, Syria, Czech Republic, the Ukraine, Abkhazia, Artsakh and other countries, as well as figures of Armenian Diaspora structures and representatives of the indigenous peoples of the Great Middle East.

Before the start of the conference, the participants and guests had a unique opportunity to visit online the neighboring historic building, where on August 10, 1920, the Sevres Peace Treaty itself had been signed. Today, this building houses the National Museum of French Ceramics. The excursion was conducted by a member of the conference organisation committee, Deputy Chairman of Western Armenia Parliament, Chairman of the Association for the Protection of Cultural Heritage “Pahapan” (France) Tigran Babayan.

The conference was opened by the director of the Armenian gymnasium and cultural center “Samuel Murat” in Sevres, member of the Mkhitarist congregation, Doctor of Philosophy, Theology, Art History, President of the Academy of Saint Lazarus (Venice), Honorary Life Member of the Academy of Arts, Science and Literature (Paris), Knight’s Cross of the Order of French Courtesy, Chaplain of the Jerusalem Monastic Order of Saint Lazarus, Archimandrite Harutyun BEZDIKYAN, who blessed the participants and guests and wished them success in the work of the International Scientific and Diplomatic Conference dedicated to the 100th anniversary of the Sevres Peace Treaty.

As a result of the conference, the final Resolutions were adopted – Appeals to the UN Secretary General, to Heads of States – permanent members of the UN Security Council, to Governments and Parliaments of the countries that had signed the Sevres Peace Treaty and an Appeal to the international community on the necessity to ratify the Sevres Peace Treaty of 1920 and to hold a new peace conference “Sevres-2″, to prepare and sign the legally binding treaty «Sevres-2” and its strict implementation – as a path to a stable, lasting and just peace in the XXI century.

The text of the final Resolution and the Appeal will be sent to the addressees and the media.

Besides, the conference participants were called to make this International Scientific and Diplomatic Conference dedicated to the 100th anniversary of the Sevres Peace Treaty, permanent. In this regard, it was decided to continue the work of the International Conference in the following days, and give an opportunity to speak to all interested conference participants.

2020 is a jubilee year – the 100th anniversary of the decisions made regarding the fair resolution about the rights of the Armenian people and the Armenian issue. Along with other important decisions on this issue, the most important are the Sevres Peace Treaty and naturally the Arbitral Award of the 28th President of the United States Woodrow Wilson signed on November 22, 1920.

Since the International Conference decided to continue its work and has become permanent, it was proposed to extend the powers of the conference organizing committee and to charge it with preparation and conducting a new International Scientific and Diplomatic Conference dedicated to the 100th anniversary of the adoption of the Arbitral Award of the 28th President of the United States Woodrow Wilson.

This conference will take place in November 21 to 22, 2020 in Washington (USA). It will also take place mainly online via videoconference.

We invite you to take part in the international conference dedicated to the 100th anniversary of the

adoption of the Arbitral Award by the 28th President of the United States Woodrow Wilson. Personal invitations and the agenda of the conference will be sent to the addressees in the near future.

The conference participants supported the initiative of the «COUNCIL of 12» pan-Armenian intelligentsia on the pilgrimage of every Armenian on the planet Earth and all the people of goodwill to the Pantheon of Armenian kings in an inaccessible place – the ancient settlement of Akhtsk at the foot of Mount Aragats, so that the prowess, glory and luck that had accompanied Armenian kings would pass to them and enrich their spiritual life.

For spiritual revival, in addition to contact with the relics of the divine kings of the creative Armenian people, preferably during the pilgrimage, in recognition of the Armenian people’s and every Armenian’s RIGHT TO DEMAND, each pilgrim should plant one a tree either in this place or in the capital of mountainous Armenia – Zangezur.

At this, the first stage of the International Scientific and Diplomatic Conference dedicated to the 100th anniversary of the signing of the Sevres Peace Treaty completed its work. The beginning of the second stage of the conference will be additionally announced.
