Military victory must be secured by political-diplomatic victory, worthy of the blood shed by soldiers

Two months ago we predicted that Turkey would accelerate the processes in the region, and from the very beginning of the war it became clear that it was even ready to sacrifice its younger brother for the sake of its own big ideas. Yes, as we mentioned, Turkey և Azerbaijan has never been able և will not be able to gain an advantage over Armenia ժողովրդի the Armenian people on the battlefield. Instead, the Turkish-Azerbaijani couple has always managed to impose their desired result on Armenia in the political-diplomatic sphere. It happened during the years of the First Republic, during the Soviet period and after gaining Independence.

This time, too, the victorious Armenian army will best solve its military problems. However, the blood shed by our soldiers, the peace and victory achieved at the cost of their lives will once again need diplomatic fixation. The Republic of Armenia must be able to raise the foreign policy work to a qualitatively new level, to present itself to the world as a victorious state with its own formula for the settlement of the problem. Moreover, it can be stated that this stage of the war gives that opportunity better than before.

The “modest” diplomatic policy pursued after gaining independence must turn into an ambitious, decisive and convincing policy. The world does not have any solution to the problem, and today Armenia has an advantage.

Everyone seems to have understood that the previously proposed settlement model is meaningless and ineffective, but there is no new one. The best proof of that is the ongoing war. And we do not need to remain captive to fruitless stereotypes. From a modest, restrained small partner, Armenia must become a regional dictator, presenting its own model of settlement instead of a meaningless repetition of previously dead ideas. War has its own laws, both the winners and the losers must obey certain written and unwritten rules, being ready for concrete consequences.

The settlement of the problem cannot be complete if it does not provide for compensation, punishments, sanctions և guarantees. The problem cannot be considered settled if Azerbaijan directs the revenues from the oil industry to war, enrichment, armament, destroys the Armenian world, and the reconstruction will be carried out at the expense of the aggrieved party. Such a regulation is nonsense.

The settlement of the Nagorno-Karabakh conflict should not be limited to the discussion of territories or status. Armenia must present the following conditions for a full settlement.

Category 1 և Territorial issues

1.1. Only the demarcation (demarcation) of Artsakh “Azerbaijan” is carried out, not linking it in any way with the artificially drawn administrative districts in the former USSR period (which, by the way, were constantly changed during the USSR, reducing Nagorno Karabakh and cutting it off from Armenia).

1.2. The further status of Artsakh is regulated by the agreement signed between the Republic of Armenia and the Republic of Artsakh, envisaging transitional measures of integration for a certain short period of time.

2. Military issues

2.1. The Republic of Azerbaijan is recognized, condemned as a state that has repeatedly carried out aggression and started hostilities, which endangers the stability and security of the region.

2.2. As an armed conflict, a state that provokes and carries out war, restrictions on militarization are imposed on Azerbaijan, including the supply of weapons and some equipment, and Azerbaijan is allowed to have only a limited number of armed forces.

2.3. The presence of military forces of other states is prohibited in Nakhichevan.

2.4. Azerbaijan rejects belligerent rhetoric and hate propaganda.

3. Financial compensation issues

3.1. Artsakh Rehabilitation Fund is being formed. Azerbaijan pays compensation (contribution) for the enormous human, material and moral damage caused by it. This fund is formed by donor countries (including members of the Minsk Group), as well as revenues from the oil and gas industry in Azerbaijan.

3.2. The funds of the fund are directed to the border settlements of Armenia, to the restoration of the enormous damage caused to Artsakh over more than 30 years, to the losses of the state and people, as well as to the material damage suffered by the Armenian refugees from Azerbaijan.

3.3. The maximum amount of military expenditures is set in the state budget of Azerbaijan, and Azerbaijan undertakes to solve the social problems of Azerbaijani refugees, to direct its financial resources to the establishment of internal social problems and democracy, and not to military expenditures.

4. Other issues of international law

4.1. The International Criminal Tribunal for the former Yugoslavia (ICTY) is investigating violations of international humanitarian law, incitement to terrorism and other international crimes committed by the military-political leadership of Azerbaijan, including:

– the shelling of civilians և peaceful settlements, which caused many casualties և caused enormous material damage,

– shelling of non-military civilian infrastructure, residential buildings, schools, private houses, cultural and religious structures, etc.

– shooting and shelling at local and foreign media outlets carrying out their journalistic activities.

4.2. International sanctions are imposed on the Republic of Turkey as a country that indirectly incites war. Restrictions on the supply of weapons and ammunition are envisaged.

Thus, the Karabakh settlement must become the prelude to the Nuremberg trial, which Turkey will soon receive.

Armenia still has a few days to prepare to present a new package of proposals to the mediators. If the Republic of Armenia once again fails to secure the victories of the Armenian army in the diplomatic arena, then after a while the Armenian people will again face the “threat of a new genocide” of a new war.

The political elite must be worthy of our nation, the blood shed by the soldiers, and finally fix the peace that was so costly at the cost of the boys’ lives.
